For the first time since he bought the property this spring, the Canadian developer who now owns the largely vacant Summit Park Mall has offered a hint for his plans for the town of Wheatfield shopping center.

Zoran Cocov has filed paperwork with the Niagara County Industrial Development Agency seeking a series of tax breaks, but also outlining his immediate plans for the 800,000-square-foot Williams Road property…
