STATEMENT ON CITY ADMINISTRATOR

As you well know, Donna Owens has been my appointed City Administrator since July of 2008.  During her tenure, Donna has displayed the kind of leadership skills that can only be classified as exemplary, contributing to a long list of accomplishments, which include, but are not limited to:

·        Guiding the transition of our City Court and Police Department to the Municipal Complex on Main Street;
·        Implementation and development of the City’s expanded recycling program;
·        Creation and oversight of the City’s Special Events Task Force;
·        Qualification of the City as a “Playful City” in the KaBoom Playground Program;
·        Development and oversight of the Mayor’s Task Force For a Healthier Niagara Falls.

Donna accomplished all of this, and much more, while at the same time providing a steady hand to the day-to-day operations of City government.  In short, Donna’s efforts have played an important role in once again making Niagara Falls a world class destination.

In that spirit, I announced shortly after the start of my third term that I intended to evaluate each position of policy making responsibility within my administration to ensure that we have the right people in the right positions at this critical time. Once notified of my intentions in this regard, Donna indicated her desire to remain in her position for the duration of my third term.  However, after careful consideration, I have concluded that as we move our city forward, it is time for a change with regard to the City Administrator position.  That is why I am announcing today that I am officially relieving Donna Owens of her duties as City Administrator.  These types of decisions are never easy and her discharge is not a reflection of her performance as City Administrator.  I believe that this is necessary in order to address the challenges that face this Administration over the remainder of my third term as Mayor.

When I informed Donna of my decision, she was gracious enough to offer to remain in her position during the transition period; accordingly, Donna will continue as City Administrator through July 8, 2016. It is my intention to appoint Nicholas Melson as acting City Administrator effective that date.

I want to personally thank Donna Owens for her hard work and dedication as we move toward realizing our goal of revitalizing the City of Niagara Falls.  Her character, integrity and enthusiasm have been a shining example for all the employees of the City.  Beyond this, she has been a tremendous friend, wonderful colleague and a loyal partner.  We wish her well going forward.

    Doesn’t make sense! If Ms. Owens has done such a good job, why would you replace her?
