[Press Release] Guestview on 2017 Community Development Budget

[PRESS RELEASE]

It’s Your Action Plan

By Seth Piccirillo

The Niagara Falls Community Development Department (CD) is excited to start gathering public comments for our 2017 Action Plan. Through participatory budgeting, we will decide how to best use United States Department of Housing and Urban Development (HUD) funds, together.

We are doubling our neighborhood meetings to eight, adding new meeting locations, offering different times to accommodate your schedules, modernizing our competitive application and improving our online survey to get the maximum numbers of local ideas and opinions. Over the next five months, Niagara Falls residents will have 12 opportunities to attend a meeting or comment on the draft action plan prior to Niagara Falls City Council and HUD approval. We are taking the time to get this right.

Why is public participation so important to us? Because you are the experts on the needs of your neighborhoods. This is literally your action plan. We want to continue working with the community to support projects and services that add worth to your streets, families and housing values. This community-based approach, especially in recent years, is working.

Since 2011, CD and Niagara Falls Neighborhood Housing Services, Inc. (NHS) have executed 156 first time home buyer closing cost grants. CD, NHS, Center City Development Corp and Highland Community Revitalization Committee have completed 136 housing renovations, and CD has demolished 101 blighted structures. In the same time period, we improved public spaces like Gill Creek Park, the Hyde Park Playground, Center Court Park and the NF Skate Park. Improvements at 70th Street Park, Jerauld Park and the Hyde Park baseball diamonds are also in the works. Orleans/Niagara Board of Cooperative Educational Services (BOCES) are relocating heath science career training programs in Niagara Falls, and youth programs like the Francis Center and Niagara Arts and Cultural Center are being supported. CD’s involvement in all of these projects and programs, and many more, started with conversations at one of our public meetings. Our process, through HUD’s investment, is a real opportunity for Niagara Falls residents to participate, give suggestions and to see tangible results.

The CD Action Plan has a very real impact on what it means to live, work, and play in the City of Niagara Falls. We hope that you will take part in building a vision for our city that we can all be proud of.

Applications/ Citizen Surveys available at the Department of Community Development, 1022 Main Street (Carnegie Building), Tuesday through Thursday, 8-4 pm, or on-line at www.nf-cd.org beginning 10/31/16.

Work begins on Memorial’s new Cardiac/Stroke Care facility

Construction began this week on a new $4.3 million inpatient Cardiac/Stroke Care unit at Niagara Falls Memorial Medical Center.

The 12,950-square-foot unit is being built on the now-vacant third floor of the medical center’s Schoellkopf Building and will replace a 40-year-old telemetry unit on the hospital’s fourth floor. The unit will feature 25 private rooms, including six higher acuity step-down rooms for patients who require a more acute level of care and monitoring. A rehabilitation therapy facility will be located on the unit to encourage quicker patient recovery and avoid the need to transport patients to the medical center’s first floor physical therapy department.

Construction will take about a year to complete.

This marks the second major construction project to begin at Memorial in October. Work began earlier this month on a $2.2 million cardiac catheterization laboratory in The Heart Center of Niagara – a collaborative initiative being undertaken in conjunction with Catholic Health, Erie County Medical Center Corp. and Kaleida Health. The projects are major components of a Full Circle of Heart Care program for Niagara County that begins with education and prevention, actively seeks treatment breakthroughs and promotes best practices in care.

Niagara Falls Memorial was the first Niagara County medical center to be designated as a stroke center by the New York State Department of Health and has been recognized several times by the American Heart Association and American Stroke Association for its success in using Get With The Guidelines® to improve quality of care for heart disease and stroke patients.

Most recently, the medical center received the 2016 Get With the Guidelines®-Stroke Gold Plus Achievement Award, which recognizes the hospital’s commitment and success in ensuring stroke patients receive the most appropriate treatment according to nationally recognized, research-based guidelines based on the latest scientific evidence.

Niagara Academy Students Prove to Be Rocket Scientists

The middle school students at the Niagara Academy have recently taken their learning to a higher level.

As part of their Technology class, with teacher John Vogt, the class built rockets powered by water and compressed air, capable of shooting 500 feet into the air.  The students constructed the rockets out of pop bottles and foam board and applied what they learned about Newton’s Laws of Motion and principles of flight.

“The common reaction from the students was it was a blast!” says Mr. Vogt.

Like us, octopus have two eyes and are extremely intelligent but there the similarities end. These animals have four pairs of arms and no internal or external skeleton.  Our Octopus, Prince, loves playing with toys and guests will be thrilled to learn more about these fascinating animals.”

Crucial Drug Discount Program at Risk [by Joseph A. Ruffolo]

Niagara Falls Memorial Medical Center is a safety-net facility. That means we treat all sick people regardless of their ability to pay. Many of our patients are on Medicaid, Medicare or lack health insurance altogether. A little-known federal statute called the 340B drug discount program helps us care for the neediest in our community.

Signed into law by President George H.W. Bush in 1992, the program requires drug companies to sell discounted medications to healthcare providers that serve high numbers of low-income Medicare and Medicaid patients or are located in remote rural areas. These safety-net hospitals pass the discounts on to needy patients and also use savings from the program to fund cancer, HIV/AIDS, diabetes and primary care clinics that help the underserved.

Unfortunately, this critically important program is at risk. In recent years, pharmaceutical manufacturers have become less willing to share their profits to help those in need, and now they want to scale back the 340B program in Washington by limiting hospital and patient eligibility. They’ve taken this position even though 340B drugs amount to just 2 percent of the $457 billion annual U.S. pharmaceutical market.

Niagara Falls Memorial Medical Center will save approximately $400,000 this year thanks to the program. In order to serve all who walk in our door, we provide $2 million per year in charity and uncompensated care. The program has also helped us fund the Wellness Connection Center behavioral health program and offsets the cost of our dedicated psychiatric emergency department.

Treating patients with limited or no financial means is enormously expensive. Hospitals in the 340B program serve nearly twice as many needy patients as other providers. They also supply nearly 60 percent of all uncompensated care.

It’s important to understand that 340B is not taxpayer funded – instead it requires very profitable drug companies to give a discount to health care providers that serve our most vulnerable citizens. Simply put, these companies can afford to help. If the program were significantly reduced or eliminated, Niagara Falls Memorial Medical Center would be forced to cut back drug access and clinical care to the needy.

Our community deserves better. Please reach out to your local member of Congress and U.S. senator today to express the need for the continuation of the 340B program.

Steinjan family car show raises $6,700 for new Memorial Cardiac/Stroke Care unit

The family of a Niagara Falls man who was a patient at Niagara Falls Memorial Medical Center donated $6,700 in proceeds from a successful car show they held to support the hospital’s new cardiac and stroke care unit.

The Robert O. Steinjan Sr. Memorial Car Show, which was held in July on the grounds of Hoover’s Dairy in Sanborn, attracted well over 100 cars and several hundred attendees.  The family has set a fundraising goal of $25,000 and will hold the car show annually until their goal is realized.

Robert O. Steinjan Sr., who died in July 2015 at the age of 76, had chronic heart disease and was treated at Memorial after suffering both a stroke and a heart attack.

“Each time the staff there took great care of him,” said his son, William Steinjan. “Please plan on joining us in July 2017 at Hoover’s Dairy for the second running of the Robert O. Steinjan Sr. Memorial Car Show. We plan on making it even bigger and better.”

“We are overwhelmed with the generosity of the Steinjan family. Their tireless efforts not only raised significant dollars towards our goal but, as importantly, raised awareness of the quality cardiac care offered at Memorial Medical Center,” said Vice President for Foundation & Community Relations Judi Nolan Powell.
