Niagara Falls City Council eliminates pay hikes in mayor’s proposed budget

In less than 20 minutes, the City Council voted Monday to slash more than $780,000 from Mayor Paul A. Dyster’s proposed 2016 budget, including thousands of dollars in raises and stipends for City Hall workers.
