For decades the City of Niagara Falls Department of Public Works dumped untreated street sweeper waste onto a vacant lot across the street from the DPW office on New Road.

But the 15- to 20-acre site turned into an illegal dump as residents, contractors and even the city was tossing waste that ranged from dead animals to construction materials there…
